In May 1979, the United Nations High Commission for Refugees (UNHCR) and the Socialist Republic of Việt Nam sign a Memorandum of Understanding to establish the Orderly Departure Program (ODP), which accounts for about 5,000 Vietnamese to come annually to the United States. Hà Nội hopes a liberal emigration policy might help to improve its relations with the western nations.
